ALERT ON THE FRAUDULENT ENTRY OF CEMENT, INCLUDING DANGOTE CEMENT IN MALUKU: MINISTER JULIEN PALUKU KAHONGYA INVITES IN A LETTER SIGNED THIS MONDAY, OCTOBER 27, 2025, THE PUBLIC MINISTRY AT THE KINSHASA-GOMBE HIGH COURT TO TAKE ADMINISTRATION OF THIS FILE AND TO OPEN A JUDICIAL INVESTIGATION

Alerted with supporting evidence on the fraudulent introduction of cements including Dangote Cement at Linda ports and the transporter Bouming alias Scibois SPL, in clear violation of the restrictive measure currently in force prohibiting any entry of cement into the West and South-East parts of the country, with the aim of safeguarding the local industry by thus facing unfair competition and illicit import practices; the Minister of Foreign Trade, Julien Paluku Kahongya has just requested the Director General of the operating company of the Comprehensive Single Window for Foreign Trade-SEGUCE and the Public Prosecutor at the Kinshasa-Gombe High Court to immediately take all necessary measures to identify the fraudulent circuits used and put an end to them, strengthen control at entry points, particularly in the Maluku area, and ensure rigorous monitoring in order to prevent any recurrence.

In his letter signed this Monday, October 27, 2025, the Minister of Foreign Trade indicates that
the fraudulent entry of cements into Maluku not only constitutes an act detrimental to the efforts of the Government of the Republic aimed at promoting local production and guaranteeing a climate of non-unfair competition, it invites the Public Prosecutor at the Tribunal de Grande Instance of Kinshasa-Gombe to take up this matter to open an investigation and initiate legal proceedings, in order to guarantee the strict application of the regulations and to sanction the authors of this fraud
