THIRD OPERATIONALIZATION MEETING OF THE ADVISORY CENTER FOR THE SETTLEMENT OF DISPUTES BETWEEN INVESTORS AND STATES IN PARIS (FRANCE):

After having sealed strategic partnerships with the World Trade Organization-WTO through the Reinforced Integrated Framework-CIR, but also the United Nations Conference on Trade and Development, UNCTAD and the International Trade Center-CCI to further consolidate its integration in international trade, the Democratic Republic of Congo presented this Monday, December 1, 2025 in Paris, France, its candidacy to host the Regional Office of the Africa Zone of the Consultative Center for the Regulation of Disputes between Investors and States.

This candidacy of the DRC was publicly submitted to the General Secretariat of the United Nations Trade Law Commission during the session of all the candidate countries by the Minister of Foreign Trade, Julien Paluku Kahongya dispatched by the High Hierarchy
For the Minister of Commerce, this candidacy is based on a clear vision, that of making the DRC a pool of excellence in matters of Commercial Law and Dispute Resolution for the entire African continent and to add that it is the turn of Central Africa to host this Regional Office of the Consultative Center.

The DRC's argument for hosting this Regional Office is built around 12 pillars including its strategic position in the heart of Africa with accessibility, because it is surrounded by 9 neighboring countries and the 12 neighbors of neighbors with a significant potential market of 450 million consumers, its exceptional natural resources which play a major role in the energy transition and the fight against global warming, its legal framework in constant modernization with OHADA law, but also grants several facilities to investors through the investment code and the Special Economic Zones Regime, its membership in several regional economic communities including SADC, ECAC, COMESA and an unfailing financial commitment from the Government which has reserved economic interventions in the 2026 budget to cover the first expenses linked to office equipment and specialized acquisitions revealed the Minister of Foreign Trade

Thus, the DRC is strengthening its economic and commercial diplomacy to be a major player in international trade.
