MINISTRY OF FOREIGN TRADE; MEETING OF THE SEGUCE-DRC SUPERVISION COMMITTEE

Before the end of the expiration of the contract between the Congolese Government and the BIVAC-SOGET Group, relating to the Company for the Exploitation of the Integral Single Window for Foreign Trade-SEGUCE DRC, set for August 2, 2026; a digital platform that makes it possible to centralize and dematerialize all import, export and transit procedures for goods on a single portal
and the announcement by Bureau Veritas to withdraw from government contracts in Africa and the Middle East; the Congolese Government is working hard to protect the strategic interests of the State.
A Task Force made up of experts from the Presidency of the Republic and sectoral Ministries including Finance, Budget, National Economy, Portfolio, Transport and Foreign Trade, with the mission of leading a reflection to ensure the transition and preparing a future institutional model of governance, and this, with the signing of a new contract with another partner, was set up at the end of the meeting of the SEGUCE DRC Supervisory Committee, chaired this Monday, June 8 2026 in Kinshasa by the Minister of Foreign Trade, Julien Paluku Kahongya, surrounded by Gracia Yamba Kazadi and Élysé Bokumwana Maposo, respectively Vice-Ministers of Finance and Budget.

Recall that in December 2025, the Democratic Republic of Congo launched the electronic transmission of the documentary bundle from the computer system of the Comprehensive Single Window for Foreign Trade-GUCE/S-One to the Sydonia Word system of the General Directorate of Customs and Excise-DGDA, to thus reduce delays and costs linked to commercial operations and maximize public revenue.

Note that the SEGUCE DRC Supervision Committee is the political and institutional body responsible for ensuring the smooth running of the reform of the dematerialization of Foreign Trade, with the main roles of strategic orientation, evaluation and monitoring, resolution of blockages and institutional arbitration.
