FLASH INFO Commerce Extérieur/ RDC :
Promulgation of two major laws by the Head of State.
It’s now official. After their adoption by the National Assembly and the Senate, the President of the Republic has just promulgated two strategic laws for the foreign trade sector.
The Presidential Order was made public this Monday, July 13, 2026 during the 8 p.m. news on RTNC.
This is precisely:
●The law ratifying the International Cocoa Agreement.
●The law ratifying the Comprehensive Economic Partnership Agreement (CEPA) between the United Arab Emirates and the Democratic Republic of Congo.
The promulgation of these texts marks a decisive step: now time for operational implementation.
With its own legislation, sectoral action is gaining strength and clarity.
Designing and carrying out legislative reforms constitutes one of the major achievements of a ministry, because it is these texts which structure, secure and energize the work on the ground.
The modernization of our legal architecture continues unabated. Next crucial step: the Commercial Code, currently under construction.
This new code has become imperative, because the law on trade currently in force dates from 1973. It no longer corresponds to contemporary realities and no longer takes into account the major developments recorded in international trade, in particular the rules published by the World Trade Organization (WTO) as well as other modern multilateral instruments.
